LARKANA: Instead of posting new BS-20 general cadre doctor as Medical Superintendent (MS), Chandka Medical College Hospital, Larkana, to improve its performance and service delivery, the Sindh Health Secretary, has issued an order and allowed the exercise of the Drawing and Disbursing Officer’s powers of MS to two officers, one of BS-20 and another of BS-19.
These officers include Dr. Ghulam Murtaza Soomro, Director, Health Services, Larkana Division, Larkana, who is already looking after the charge of MS on verbal instructions of Health Secretary and Dr. Muzaffar Ali Chandio, who is already posted as Additional Medical Superintendent, CMCH. Dr. Chandio will be co-signatory.
It is pertinent to mention here that as many as 44 general cadre male doctors were promoted recently from BPS-19 to 20 but the government failed to find a suitable competent senior officer to post him as MS of Larkana.
The Services & General Administration Department has issued so many posting orders of these promoted doctors two days ago but the poor patients of this hospital have been left at the mercy of their creator.
Sources at the Health Department, Karachi, said that it is unprecedented move to allow two doctors simultaneously to exercise DDO powers and that too in a huge teaching hospital like CMCH which is dealing with rush of patients belonging to more than 12 districts of upper Sindh & parts of Balochistan.
It must be thoroughly investigated as to why no posting was made in CMCH when the post is lying vacant since 01st of August, 2015 where reports say that things have gone from bad to worse due to which patients continue to suffer for no fault of theirs.
The transfer/postings have been banned by the Election Commission due to holding of Local Bodies elections in Larkana division hence both these officers will jointly discharge their duties till the new man is posted.
