LARKANA: The promotions of BS-19 general cadre doctors have still been lingering and many of them would retire within next few months, hence they will be deprived of fringe service benefits of BS-20.
Sources said the cases of these senior doctors are overdue for promotion to BS-20 for which the Principal Secretary to the CM has already been written five months ago to fix the date of departmental selection board meeting.
The post of District Health Officer (BS-20) has vacant since May 15 in Larkana after Dr. Khalilullah Shaikh retired. Sources said that the post of Medical Superintendent (BS-20), Chandka Medical College Hospital will also be vacant on July 31 when Dr. Safiullah Abbasi (BS-20) will retire. This will create serious dearth of senior experienced officers of 20 scale in Sindh to manage the affairs of preventive and tertiary care health institutions.
Sources said Dr. Dost Mohammad Shaikh, presently working as Additional Medical Superintendent (BS-19) will retire on 15th August whereas his promotion was postponed in the last selection board-1 meeting for want of two Annual Confidential Reports (ACRs).
There are separate posts of BS-20 for male & lady doctors and so many of them are vacant at present because of non-availability of required scale hands or these posts are occupied by their juniors which has caused unrest among the senior doctors.
For example the post of DHO Kambar (BS-20) is being looked after by a junior officer of BS-19 and the post of MS of PMCH, Nawabshah, is also being looked after by BS-19 officer.
Sources said that bureaucracy seems not serious about promotions to improve its working because it wants to accommodate their favorite lower scale doctors on higher scale posts.
