Shadow of OPS lingers on Sindh health dept: 32 senior posts of general cadre doctors continue to go vacant


Larkana: As many as 32 posts of BPS-20 general cadre doctors have been lying vacant in entire Sindh province for last six months, but still senior BS-19 general cadre doctors are being promoted to BPS-20 by the Sindh Government thus denying them their basic right and service benefits.

According to sources in Sindh health department, as many as 40 senior general cadre doctors of BS-19 have been waiting for their promotions to BS-20 since June 2014 and their working paper is lying unattended on the table of Health Secretary since last several months for approval and onward submission to Sindh Chief Minister for convening the Selection Board-1 meeting by fixing a date to approve their promotions.

They said that many junior doctors of BPS-18 and 198 due to their political connections and influence are occupying senior seats of upper scales in clear violation of recent apex court orders which has created resentment among the senior doctors of Sindh. They feel that they will retire before their promotions are made by the government which will not only deprive them of their basic right but due to which they will also undergo huge financial losses for no fault of theirs at all.

The sources said the junior doctors of BPS-19 occupying senior posts of BPS-20 include Dr. Deedar Jamali posted as DHO Jacobabad, Dr. Syed Mahboob Shah posted as DHO Kambar-Shahdadkot, Dr. Mir Mohammad Shaikh posted as Principal Public Health School, Larkana, Dr. Mushtaque Hyderi posted as Principal Paramedical Institute, Larkana and many other doctors. This is a violation of Supreme Court directives to end the notorious OPS culture.

Many important posts of BPS-20 are also lying vacant in major Sindh hospitals, including the posts of Chief Casualty Medical Officer (CCMO) and Police Surgeon (PS), at the largest Teaching Hospital of Upper Sindh, Chandka Medical College Hospital (CMCH) Larkana, for over two years. These posts are being looked after by most junior doctors, depicting an example of bad governance.

The CCMO manages the affairs of Emergency Department where road accident & gunshot injured people arrived mostly in critical conditions and it is the duty of CCMO to manage their emergency operations to save their precious lives. The PS takes care of all medico-legal cases that are either referred to him for expert opinion & treatment from various health institutions of upper Sindh districts or of Larkana district to fulfill legal requirements.

These sources said that many senior BPS-20 general cadre doctors will retire from government service within the first six months this year on attaining the age of sixty years. The senior doctors have appealed of the Sindh Government to fix the date of Selection Board-1 meeting, without loss of further time, so that they may be able to discharge their expertise in the larger public interest and serve the people of Sindh in a better way.
