DDOs asked to stop hospital procurement

LARKANA: The Health Department, Government of Sindh, Karachi, in a circular letter dated February 28, 2014, addressed to all DDOs in Sindh has stopped the procurement process forthwith, pending at any stage, of all the drugs/medicines and other allied health machineries and equipment etc throughout the province.

The letter has been signed by Dr. Masood Ahmed Solangi, Additional Secretary (Procurement, Monitoring and Implementation) and has been addressed to Director General Health Services Sindh Hyderabad, Executive Director JPMC, Directors of NICVD Institute of Chest Diseases etc, all DHOs and Medical Superintendents, Principals of Medical Colleges and so forth.

The copies of this letter have been sent to Accountant General Sindh, Managing Director, SPPRA and Additional Secretary (Dev) Health Department, Karachi.

This letter states that Notification dated: 25th February, 2014 regarding constitution of fresh procurement committee for procurement of drug/medicines and other allied health machineries and equipment etc throughout the Sindh province whereby all purchases have to be made by the above Committee. It was required to stop the procurement process forthwith pending at any stage. Further proceedings will henceforth be undertaken by the above notified Procurement Committee, the letter concluded.

Sources said, however, the notification has not so far been sent to the DDOs in the province whereby new procurement committee has been constituted under which all the procurement has been centralized and now Health Department will utilize the annual budget allocations of billions of rupees of all its sub-ordinate institutions as in the past and make procurement at their own sweet will ignoring the requirements of the healthcare Institutions and quality of drugs & medicines.

The sources further said that this will increase corruption through kickbacks and supply of substandard medicines and machineries to the hospitals.
