Meeting of Senate Standing Committee on Federal Education and Professional Training held at Parliament Lodges

Islamabad, May 01, 2019 (PPI-OT): The Senate Standing Committee on Federal Education and Professional Training while scrutinizing the PKR 5 billion PSDP proposed by the Ministry, in its meeting on Tuesday said that it cannot be treated like a rubber stamp to approve its budget without in-depth review. A meeting with a one-point agenda will be held next week to review the PSDP in greater detail. Senator Nauman Wazir Khattak said that a breakdown of the proposed budget must be submitted to the Committee. He stressed the need to curb new projects and use funds to maintain running educational institutions in Islamabad.

PSDP cannot be used for maintenance and repair purposes of old schools, stressed the Ministry for Federal Education and Professional Training. Senator Engr. Rukhsana Zuberi said that it was important that the process is reviewed to take things forward. Senator Rana Maqbool Ahmed, seconding Senator Engr. Rukhsana Zuberi views said that this was a faulty policy and must be revisited.

This discussion came up while reviewing the dilapidated condition of Islamabad Model School for Boys (IM SB No 8), Sector F-6/2, Islamabad referred by Senator Muhammad Javed Abbasi. He informed the Committee that there were almost 400 schools such as these in Islamabad. Chairperson Committee, Senator Rahila Magsi directed the Ministry that details of all schools mentioned in the list must be presented to the Committee in the next meeting. A sub-Committee was formed under the Chairmanship of Senator Rana Maqbool Ahmed to review the matter in an in-depth manner.

While discussing the Regularization Policy of contract and daily wages of teaching and non-teaching staff in Islamabad, the Committee was informed that these cases were being scrutinized, a claim that was refuted by contractual employees. Chairperson Committee, Senator Rahila Magsi directed the Ministry that the matter be resolved at the earliest and Supreme Court Orders be implemented in true letter and spirit. The Ministry assured the Committee that the matter will be resolved by 30th June, 2019.

While taking notice of the Public Petition regarding regularization of contractual officers (from BPS 17 and 18) of National Vocational and Technical Training Commission (NAVTTC) referred by the Honourable Chairman Senate on 21 February, 2019, the Ministry informed the Committee that regularization of BPS 17 and 18 was authorized only through the NAVTTC Board that was constituted on 25 January, 2019. The issue was placed before the board in its first meeting held on 6 February, 2019.

The Board constituted a Committee to deliberate all HR issues and come up with a concrete recommendation. Recommendations were finalized in a meeting on 21 March, 2019. ED NAVTTC, Dr. Nasir Khan informed the Committee that the above mentioned recommendations will be placed before the NAVTTAC Board for consideration and approval in its upcoming meeting scheduled on 6 May, 2019. The Chairperson Committee directed ED NAVTTAC, Dr. Nasir Khan that the compliance report may be sent to this Committee at the earliest.

The ‘Area Study Centre’ (Amendment Bill 2017), moved by Senator Syed Muzaffar Hussain Shah, was recommended unanimously by the Committee. Chairman HEC, Tariq Banuri informed the Committee that HEC did not have any reservations regarding the new amendments. He, however, felt that being under the ambit of the Universities, endowed Area Study Centres with more independence.

Chaired by Senator Rahila Magsi, the meeting was attended amongst others by Senator Syed Muzaffar Hussain Shah, Senator Mushahid Hussain Syed, Senator Rana Maqbool Ahmed, Senator Molvi Faiz Muhammad, Senator Najma Hameed, Senator Engr. Rukhsana Zuberi, Senator Behramand Tangi, Senator Nauman Wazir Khattak, Senator Prof. Dr. Mehr Taj Roghani and senior officers from the Ministry of Federal Education and Professional Training, HEC, NAVTTC and the Ministry of Law.
