SHC seeks comments on petition of PMA

Karachi: The Sindh High Court SHC on Wednesday directed provincial law officer to file comments in a petition of Pakistan Medical Association PMA seeking upgradation of doctors in the province.

The petitioner, Pakistan Medical Association, submitted that health department had moved a summary in February 1994 to chief minister of Sindh for the upgradation of doctors under a 4tier policy whereby 1 percent of doctors will be upgraded in BPS20 out of total strength, similarly 15 percent in BPS19, 34 percent in BPS18, and 50 percent in BPS17.

He said that government of Sindh in 1995 implemented the above policy and upgraded the posts of doctors and medical professionals. However, he added that unfortunately from 1995 such policy was never implemented and doctors were deprived of promotions.

He said that ensuing the demonstrations staged by doctors for upgradation, government of Sindh convened a meeting in January 2011 and approved a summary in this regard. He said that after completing of legal formalities upgradation was to be affected in the month of March 2011 but due apathy on the part of government the process of upgradation began in July 2011.

He submitted that after the previous upgradation held in 2011 in a connection to the approved summary the promotions of the doctors were to be take place in March 2012 but till today the government was not showing any progress in this regard.

Petitioner submitted that in other provinces regular upgradation and promotions of the doctors were being allowed but not in Sindh province.

Citing chief secretary, secretary health department and secretary finance department he prayed to direct the respondents to implement upgradation policy of 1994 and decision of meeting held in 2011, and promote the general cadre and special cadre doctors.

Headed by Chief Justice Mushir Alam, the divisional bench gave more time to file comments in this regard and also directed the petitioner to file the copy of policy of other provinces in connection with promotions to assist the court.
