KARACHI: All Pakistan CNG Association (APCNGA) on Wednesday said Gas Infrastructure Development Cess (GIDC) Bill 2014 adopted by the National Assembly is discriminatory which will ruin troubled CNG sector.
The prejudiced GIDC Act stresses on recovery of GIDC of the past years from CNG sector only while relieving other gas consuming sectors which will trigger downfall of the shambling CNG sector, said Ghiyas Abdullah Paracha, leader of the APCNGA in a statement. He said that how can CNG operators pay the GIDC when they have not received it from the consumers, adding that how government can recover GIDC from CNG stations that are kept closed from seven months.
He expressed disappointment over the attitude of lawmakers who didn’t raised voice over discrimination in the GIDC bill which is biased. Paracha said that APCNGA will only support the new law if the issues of CNG operators are resolved, CNG stations is Punjab are reopened immediately, and prices are rationalised keeping in view all the ground realities including inputs and operational costs.
He said that uniform cess should be imposed on all the sectors and none should be subjected to unfair treatment like recovery of cess of the previous years. The leader of the CNG sector said that Ogra had not reviewed CNG prices since last three years and hadn’t set any benchmark while gas companies and other departments continued to get hundreds of thousands from CNG owners as fixed charges every month despite closure of businesses.
These recoveries has not benefitted government but burdened the CNG owners most of whom are on the brink. Paracha said that CNG stations were allowed operations for 180 days only during the last three years, therefore, the sector paying more taxes as compared to any other sector cannot bear more burden. We should not be forced to protest, he warned.
