Sindh assembly passes two bills, condemns defamation of national security agencies


Karachi: Sindh Assembly here Friday passed two bills, and a resolution commending a media channel for defaming national security agencies.

Sindh Minister for Parliamentary Affairs, Sikandar Mandhro tabled Bill No. 10 of 2014-The Sindh Criminal Prosecution Service (Constitution, Functions & Powers) (Amendment) Bill, 2014, and Bill No. 11 of 2014-The Sindh Shaheed Recognition and Compensation Bill, 2014, which were adopted by the house.

PTI lawmaker Khurrum Sher Zaman tabled a resolution to condemn objectionable statement of Geo News , which defamed our National Security Agency with false accusation without proof on ISI chief, which is irresponsible act of Geo News. The house passed the resolution.

Irum Azeem Farooque of Muttahida Quami Movement presented an adjourning motion to discuss the case of a five years old girl Afreen who was kidnapped and raped in Bheem Poora on 30th March, 2014. However, after assurance of Minister for Parliamentary Affairs, Sikandar Mandhro that Sindh Government will not take a sigh of relief till the culprits are not arrested and taken to task, the mover didn’t press it.

Earlier, the house met at 10:15am against its scheduled time of 10:00am. At the start of sitting, the chair welcomed MQM members on joining the Sindh Government and told the opposition members that seats be changed when the leader of the opposition will be decided and announced.

There were five CANs on the agenda, out of which four were taken, while CAN no: 192 of 2014 could not be responded because the mover Khawaja Izhar Ul Hassan was absent.

Jamal Ahmed his call attention notice said Minister for Home, Sindh may please to give answer / statement that the law & order situation in whole Province is getting worse day by day especially ratio of Street Crimes is being increased which is creating an alarming situation and citizens are very much disturbed. The situation of my Constituency PS-101, North Nazimabad is badly affected by Street Crimes where snatching of valuables has become a routine.

This was responded by Minister for Parliamentary Affairs, Sikandar Mandhro, who said that law and order situation remained a problem of Karachi, however, after starting the operation, positive results are witnessed. He showed the house about comparative crime data of 2013 and 2014 of North Nazimabad i.e 8884 streets crimes were reported in 2013, while 1603 are reported this year, kidnapping 224 cases in 2013 and 37 in 2014, car snatching cases 66 in 2013, while 13 in 2014, bank dacoity 27 in 2013 and 8 in 2014, and petrol pump dacoity cases 10 in 2013, while in 2014 no case has been reported yet.

Dr Muhammad Rafque Banbhan in his CAN said Minister for Works & Services, Sindh may please to give answer/ statement that roads of Sindh are being strictly damaged and deteriorated due to Gubel Ploughing, reasons of Gubel Ploughing and why don’t the stop the same.

This was responded by Minister for Parliamentary Affairs, Sikandar Mandhro, who said that it is national loss, previously the engineers of Works and Services Department had powers to challan, but now they do not have magisterial powers and Deputy and Assistant commissioners have been asked to control on it. He said that the government is mulling over legislation on it and to specify penalties in this regard.

Naila Munir in her CAN said Minister for Health, Sindh may please to give answer/ statement that what action should be prevention missals in Sindh. Thousands of Children who were affected the missals pitalized in Sindh.

Before this CAN, PML-N’s Irfanullah Marwat pointed out the language of the CAN and said that inappropriate language should not be used and things should be written properly. The Mover told that she had submitted the CAN in Urdu language and it is pertaining to measles.

The CAN was Parliamentary Secretary, Dr Sikandar Ali Shoro, who appreciated the member for brining CAN on this important issue of measles disease. He said that after reports of cases in Thatta, the Health Department teams visited them, took initiatives. The Government is taking all precautionary steps to control this disease.

Syed Khalid Ahmed in his CAN said Minister for Home, Sindh may please to give answer/ statement that kindly provide the details of Police Officers of Grade-18 and above, who are presently posted and simultaneously facing departmental inquiry? Please provide district-wise detail.

This was responded by Minister for Parliamentary Affairs, Sikandar Mandhro, who said that such a question was also previously asked and he gave a detailed list to the member. As per details, two officers namely Pir Fareed Jan Sarhandi and Zulfiqar Ali Zardari are facing departmental inquiry, while he has a list of 29 officers out of which 25 are in Grade-18, while the remaining 4 are in Grade-19.

Minister for Education and PPP’s Parliamentary Leader, Nisar Khurho moved a Censure Motion regarding the derogatory remarks of Minister for Water and Power Abid Sher Ali to call the people of Sindh as thieves to steal electricity. The motion was carried unanimously.

Later, the chair adjourned the House till Monday at 10 PM.
