Sindh assembly rejects leave application of Arbab

KARACHI: Sindh Assembly here Monday rejected the leave application of MPA Dr Arbab Ghulam Rahim. As per details, there were four leave applications including the leave application of Dr Arbab Ghulam Rahim. He stated in his application that he is leaving abroad so he may be granted leave from 21 March, 2014 till date.

On this PPPP’s ministers Nisar Khuhro and Sharjeel Inam Memon objected and claimed that the member is present in the country and is taking part in political activities.

However, MPA Muhammad Shehryar Mahar said that Dr Arbab came back to the country and again went to abroad due to his treatment and he may be allowed leave like other members.

Khurram Sher Zaman of PTI said that he could see the face of the member for only one time, and there may be some rules and regulations to take action if a member is no coming to the house.

Later, the house rejected the leave application.

The chair in its decision asked MPA Dr Arbab Ghulam Rahim to send his passport to the assembly and said that the assembly has completed its 100 days and the member could only came to the house on oath taking and remained absent for 99 days.

Earlier, Sindh assembly met at 10:30am against its scheduled time of 10:00am. It passed a resolution moved by Dr Seema Zia of PTI. The resolution said the Assembly resolves and recommends to the Government of Sindh to approach the Federal Government to ban on all illegal and unregistered mobile SIMs throughout the country. This has become the cause of major crimes and terrorism within the country.

The sitting was chaired by Deputy Speaker, Shehla Raza and one MPA Saira Shahlani because one member of Panel of Four chairmen Murad Ali Shah had left the house for some urgent work, while the three members were not present in the house at that time.

Under Rule 261, Minister for Livestock, Fisheries, Jam Khan Shoro gave statement and said that there is an acute water shortage in Hyderabad and the people are taking on the streets. He said that authorities cut the electricity to filter plants, on which the High Court stay order, but now WAPDA has adopted a strategy and close the feeder if filter plants and the court decision is being violated. He said that situation is so critical that now people might attack on WAPDA installations.

Fourteen members took part in discussion on “receipts of the province, 2013-14”, “current revenue expenditure, 2013-14”, “current capital expenditure, 2013-14” and “development expenditure, 2013-14”, which took 3 hours and 50 minutes. CM Sindh concluded the debate, who consumed 45 minutes. Four members from PPP, three members from MQM, three members from PTI, two members from PML-N and two from PML-F took part in post budget review discussion.

Some members criticized the government for not utilizing huge sanctioned and released budgetary funds. However, the leader of the house, Syed Qaim Ali Shah defended the performance of his government and said they are duly utilizing budgetary funds for giving relief to the masses.

After debate, the chair felicitated the members on completing 100 days and doing remarkable legislation. Later, the house was prorogued.
