Sindh CS seeks strategic plan to combat monsoon 2015


KARACHI: Chief Secretary Sindh Mohammad Siddique Memon on Thursday advised the Commissioner Karachi and Administrator KMC to jointly prepare the strategic plan to combat monsoon 2015 in consultation with the Cantonment Boards and DMCs (District Municipal Corporations).

He asked this while presiding over a high level meeting to review the progress of pre-flood preparations which was attended by SMBR, Secretaries of Finance, Irrigation, Representatives of 5 Corps, DG PDMA, Commissioner Karachi, Administrator KMC and other senior officers including Chief Engineers of the Irrigation Department.

Memon asked the Administrator KMC to furnish the comprehensive Rain Emergency Plan within a week. He maintained, “Cleanliness and sanitation must be accorded”, as well machinery be kept ready in all respect. The chief secretary also directed the Secretary Irrigation to strengthen the preparedness program flood 2015 in accordance with the need-based scenario.

Secretary Irrigation Zaheer Shah briefed the meeting that all the week and vulnerable points and apprehended dams on the river banks, including the areas of Ghotki, Sujawal and Kotri, have been repaired. Shah also elucidated the flood assessments and preparedness of Guddu, Sukkur and Kotri Barrages. The chief secretary noted that all stakeholders should hold joint meetings to do the needful and pay visits to the relevant places. The representatives of 5-Corps suggested few steps and expressed satisfaction over the achievements of Irrigation Department.

SMBR Mumtaz Ali Shah suggested that the district level plans to combat flood and other emergencies would be most fruitful, thus, he proposed that deputy commissioners in collaborations with other nation building departments, may be assigned the task, with the association of PDMA (Provincial Disaster Management Authority). He also referred the role of DMCs (District Municipal Committees) to this effect.

Commissioner Karachi Shoaib Ahmed Siddiqui appreciated the role of DMCs in connection with preparedness of rain related difficulties; however, he regretfully observed that KMC could not play its vital role. He, with reference to his three years consecutive attachment with monsoon season, suggested that storm-water drains including their all choke points must be got cleared. chief secretary appreciating the thoughtful views of the participants, categorically noted that all stakeholders should contribute their due responsibility towards combating Monsoon & Flood-2015. He quoted that encroachments over and around the water passes should be removed under the zero tolerance policy of government. He said that active participation of all departments and institutions must be appeared. He desired that comprehensive meeting scheduled to be held on July 10, 2015.

Meanwhile, Chief secretary while talking to pressmen, assured systematic approach is being adopted to meet flood and rain emergency, while encroachments are being removed from the water passes of all nature.
