Peshawar: Provincial Assembly on Tuesday told that the proposed Law for Local Government will be presented in the assembly therefore there is no option to promulgate the law through an ordinance.
Concluding debate on a question regarding new local government system provincial minister for information Enayetullah Khan informed the house that in the proposed draft of new local government system government want to conduct the Village Council election on non-party basis.
“We want to devolve the powers to gross root level according to the rial sense of the constitution and no law in the past actually ensured the devolution power rather every local government systems in the pass did not devolve the powers to lower level,” he said.
The Village Council, he continued will be the basic unit of the new system and Village Council will be formed minimum at 2000 population whereas 10 thousand populated area will be the high population for a village council.
“We don’t want to divide the people at villages and want them to work together for solution of their problems and initiate development schemes of their area,” he said adding that Village Council will not constitute electoral college for the Tehsil and District Council rather separate election for Tehsil and District Councils will be held on party basis.
Referring to various objections raised by opposition, minister for local government said that the draft for the law is not final and it could be amended at cabinet as well as members of provincial assembly could suggest their amendments in the law.
He said that there will be an independent finance commission for the new systems and its members will be elected by members of district councils and Tehsil Councils. Similarly, he said role of the members of provincial assembly members will also be ensured in the new system and they will be chairman of District Advisory and Development Committees.
Opposition member Sardar Hussain Babak while debating on the new local government system said that non-party election of village council will actually further weaken the political parties and party will lose its influence in the masses.
Syed Jafar Sha said that there is possibility that government may introduce an ordinance for the new local government system and members of the assembly will not be able to debate this law before its promulgation.
