Peshawar: KP Chief Minister Pervez Khattak has constituted a scrutiny committee under his advisor for communication and works Akbar Ayub Khan to streamline working relationship between consultants and national building departments, look into the complaints of corruption, irregularities as well as expedite the pace of construction work of developmental schemes.
The committee comprising representatives from both sides will ascertain the complaints, recommend punishments and evolve transparent strategy of the postings and transfers in construction related departments and will submit its report to the Chief Minister within a deadline of one week.
This step is aimed at removing procedural delays in execution of developmental projects and checking possibilities of corruption to ensure transparency in the system. The Chief Minister has said that consultants have been appointed with the sole purpose of ensuring timerly and quality completion of developmental schemes. “This step will prove a milestone in the elimination of corruption and commission mafia in construction sector”, he added.
He was addressing meeting of consultants and heads of different departments relating to construction sectors at CM House Peshawar. Besides heads of consultancy firms, provincial ministers InayatUllah Khan, Shahram Khan Tarakai, Muzaffar Sayed, Akbar Ayub, Dr Amjad Ali, Mian Khaliqur Rehman Khattak, Chief Secretary Amjad Ali Khan, Additional Chief Secretary Khalid Pervez, administrative secretaries of building departments and other authorities concerned were also present on this occasion.
The Chief Minister said that besides bringing about a pleasant change in the system and life standard of the masses, the basic agenda of the PTI-led coalition government is freeing Khyber Pakhtunkhwa of corruption and nepotism, which will guarantee the supremacy of merit, law and justice in the province and will usher in progress and development everywhere. Similarly it will also promote economic activities and employment opportunities over here. He said that consultant is new but unique addition in our departments.
However, he said, our government has big expectations from them and our construction sector development activities were halted for it as we were not wanting the continuation of the menace of commissions, corruption and the hard earned tax money of the poor go to the pockets of few and make ourselves partner in their sins of loot and plunder. He directed the consultants and govt departments to implements each and every clause of the agreements in letter and spirit as a slight violation in this regard would never be tolerated.
He took strong cognizance of the complaint that some departments and officials did not delegate the concerned powers to consultants and created hurdles in their smooth working and hence asked the scrutiny committee to also go through it on priority basis. He asked the govt servants to remain in their due limits and resources and perform duty honestly or face the music. He also asked for immediate resolution of certain problems including free download of TOR, simplification of the procedure of RFP, PC-I and procurement etc.
The Chief Minister said that besides, making of PC-I of development schemes, site visits, rate fixation, issuance of tenders and timely and quality completion of work, consultants will also be responsible for the preparation of the bills of contractors and their cheque releases, while the contractors will not be required to visit the accounts offices of concerned departments.
He said that consultants will be directly responsible for use of sub-standard material in any scheme and will face punishment in this regard while in case of grave situation, besides blacklisting them, cases will also be registered against them. He said that when the government pays market price for construction works then no one will dare to compromise on the standard or time period of any official building and damage the interest of the government and people.
Pervez Khattak said that government departments will also have to guarantee the timely release of funds for projects. He expressed the hope that consultants will come up to the expectations of the government so that people should see difference between schemes of previous and present governments. He said that such faulty schemes instead of lasting for some years damaged and lost its utility in few months.
However, he said schemes initiated by this govt will prove as standard for several future decades. He urged on consultants to prove that government has taken step in right direction and foil the nefarious propaganda of the opponents giving the impression that PTI led coalition government will fail on developmental sight while thieves and dacoits will emerge successful while God forbid the era of corruption, loot and plunder will come back but he assured it will never happen anyhow.
Expressing their views on the occasion, consultants assured that they will come up to his expectations in the elimination of the social cancer of corruption and commission by ensuring standard in construction sector developmental schemes.
