Peshawar: Chief Minister Khyber Pakhtunkhwa Pervez Khattak has termed levy of Gas Infrastructure Development Cess (GIDC) on Khyber Pakhtunkhwa and other smaller province discriminatory, anti-business and unjustified.
In a statement, he said that GIDC is being imposed for benefit of Punjab only as other provinces are self sufficient in gas production. Why gas consumers of other provinces should pay for the infrastructure to be built only for the Punjab province?, he questioned.
Explaining historic perspective of GIDC, Pervez Khattak said that GIDC was first introduced through GIDC Act, 2011, but it was declared illegal by Supreme Court adding that Review Petition of the Federal Government had also been dismissed.
He maintained that Gas is a subject covered by Part 2 of Federal Legislative List and therefore approval of Council of Common Interests was mandatory before presenting GIDC bill in parliament.
He said that provinces are being bypassed by ignoring CCI. He further said that no opportunity is being provided for gas producing provinces in Federal Division Pool and import of LNG through provinces.
