One-day workshop for Administration and Heads of Line Departments


Peshawar: A one-day Divisional level workshop was arranged for the Administration and Heads of Line Departments of Kohat Division by the Khyber Pakhtunkhwa Public Procurement Regulatory Authority (KPPPRA) on Public Procurement of Goods, Works and Services Rules Act-2014 at Circuit House Kohat on Monday. Commissioner Kohat Division, Syed Jamal-ud- Din Shah was the chief guest on this occasion. The workshop was largely attended by the Administration and Heads of Line Departments of Kohat, Karak and Hangu Districts.

The workshop was aimed to create general awareness regarding the said Act and ensure transparency in procurement of goods, works and services and do away corruption and introduce the concept of accountability in the procurement process.

Consultant of KPPPRA Dr.Fida Noor Rehman while highlighting the silent features of the said Act, briefed the participants about the fundamentals of procurement, basics of accounting , fundamentals of public procurement management, ethical conduct and principals of procurement rules in detail. Similarly, the Enforcement Manager of KPPPRA Muhammad Qasim Khan, told about the state of affairs prior to procurement reforms, need for new procurement rules, objectives of establishment of authority and powers and functions of the authority. He on this occasion, clarified that procurement will be done by the department concerned and not by the authority.

Briefly speaking on the occasion, Commissioner Kohat Division Syed Jamal ud Din Shah termed the introduction of Khyber Pakhtunkhwa Procurement Rules Act 2014 as an exemplary step of the Provincial Government and called upon the Heads of Line Departments to follow the Act in letter and spirit and ensure implementation on it in its true spirit. He hoped that this Act would prove helpful in bringing transparency in procurement process and discourage corruption to a great extent.

Mr.Shah asked the Government machinery for liberation from wishes, greed and shahwat while making any procurement or use public money. He stressed upon them to consider the public exchequer as their own and ensure judicious use of its each and every penny in line with the welfare of the common man. The Commissioner further said, with introduction of this Act, old rules of procurement have been repealed and all procurements should be made in accordance with the newly introduced Act in future.
