QUETTA: Establishment of Balochistan Public Procurement Regulatory Authority (B-PPRA) is to ensure good governance and effective role about procurements in government department and autonomous bodies.
This was stated by Managing Director B-PPRA Anwarul Haq Baloch while addressing a meeting organized by Finance Department in collaboration with USAID, ASP and RSPN and speaking to Newsmen here Monday.
He said Balochistan Chief Minister Dr Abdul Malik Baloch and provincial government is of the view to eliminate corruption from the province and establishment of Authority is a positive move in this regard.
A 15-member Board of directors including two MPA one each from Treasury and Opposition would control the Authority which would keep eye on procurements by government departments with clarity according to procurement rules.
Director Capacity Building ASP Nazar Rauf Rathore told that International Donors and Government of Pakistan desired since long establishment of Public Procurement Authority to spend funds made available in transparent manner. It is regulator authority which would also frame rules for Audit. Board would also view if the rules were being regulated correctly. He said if there was any complaint MD would issue orders for redressal. He can also declare any procurement misprocurement. He said orders of the board can be challenged in court o f law. He said this authority supersedes previous procurement laws.
Provincial Director RSPN Anwar Saleem Kasi told that there will be much improvement in the procurement process of department after PPRA establishment and there will be transparency there.
Representatives of ASP and RSPN assured MD PPRA of their fullest cooperation and said that they would play their role for PPRA. It would train provincial government officials to firm foundation of good governance.
Senior officers from various departments, Consultant Saleem Raza, Consultant ASP Ahmed Siraj highlighted PPRA rules.
