Sindh assembly passes 9 bills in absence of MQM


KARACHI: Sindh Assembly here Thursday adopted 09 bills in the absence of Muttahida Qaumi Movement MQM members. The assembly met with deputy speaker Syed Shehla Raza in chair. No MPA of MQM including the leader of the opposition attended the sitting; however, Sindh chief minister Syed Qaim Ali attended the proceedings for some time.

The Chair, during question answer hour, was irked by the conduct of PMLF MPA Nusrat Bano Sehar Abbasi and gave the ruling that she must leave the house and could not attend the remaining session. Nusrat Bano left the house. On this the PMLF members walk out.

However, senior minister Nisar Ahmed Khuhro, information minister Sharjeel Inam Memon and minister for prisons, mines and mineral resources Manzoor Hussain Wassan requested the deputy speaker to withdraw her ruling. On their request the Chair withdrew her ruling and PPPP MPAs Nadir Ali Magsi and Sharjeel Inam Memon persuaded the PMLF members to return back. When Nusrat Bano Sehar Abbasi and other PMLF members returned back the house welcomed them thumping their desks.

There were three bills on the agenda and two of them were passed and one deferred on the request of the mover. However, when the agenda of the day was finished, Law Minister Dr Sikandar Mandhro brought a supplementary order of the day and presented 07 bills that were also passed by the house. There was no amendment in all 09 bills passed by the house.

These bills included Bill No 08 of 2013 – The Sindh Prevention and Control of Thalassaemia Bill, 2013; Bill No 13 The Sindh Mental Health Bill, 2013; Bill No 03 of 2013 The Gambat Institute of Medical Sciences Amendment Bill 2013; Bill No 10 of 2013 – The Sindh Fund Management House Bill, 2013; Bill No 14 of 20131 The Malir Development Authority Revival and Amending Bill 2013; Bill No 15 of 20131 The Lyari Development Authority Revival and Amending Bill 2013; Bill No 15 of 20131 The Lyari Development Authority Revival and Amending Bill 2013; Bill No 16 of 20131 The Larkana Development Authority Revival and Amending Bill 2013; Bill No 17 of 20131 The Hyderabad Development Authority Revival and Amending Bill 2013; Bill No 18 of 20131 The Sehwan Development Authority Revival and Amending Bill 2013, and Bill No 19 of 2013 – The Sindh Building Control Amendment Bill 2013.

However the Bill No 03 of 2013 The Gambat Institute of Medical Sciences Amendment Bill 2013 was deferred to next session on the request of the mover. Later, the speaker adjourned the session to Friday, September 20, 2013 at 9:30am.
