QUETTA: We have opened Balochistan for investors of e world. Balochistan importance has increased due to CPEC. Investors are coming to the province with full confidence and provincial government was providing necessary facilities to them. Balochistan Board of investment was playing active role to guide them for investment.

These views were expressed by Balochistan Chief Ministry Nawab Sanaullah Zehri while speaking wit Ambassador of Nepal Sewa Lamsal Adhikari who called on him here Thursday.

Vice chairman Balochistan Board of investment Khwaja Humyun Nizami also present at the meeting. He briefed Nepal Ambassador of possibilities of investment in different sectors. She expressed keen interest in them.

Chief Minister informed Nepal Ambassador that positive results were remerging of the steps taken by government for promotion of investment. There will be start of steel mills and oil refinery projects in Balochistan soon while agreement has been finalized with Canadian Government for installation of 1000 megawatt solar power plant. Besides Mass Transit Train system was being implemented in Quetta.

While agreeing promotion of mutual cooperation between Neal and Balochistan it as decided that exchange of visits of players, students and artistes would be carried out in sports and culture, tourism and education.

Zehri said like Nepal Balochistan is also an area full of beautiful scenes where massive opportunity for promotion of tourism. We are custodian of 7000 old Mehargarh civilization and we are proud of our civilization and culture and old traditions.

Nepal Ambassador expressed promotion of democracy and strengthening of local bodies institutions. She also congratulated Chief Minister for victory of Pakistan at the Champions Trophy. She also invited Chief Minister for visit to Nepal.

Balochistan Assembly: 38% lawmakers stay mum during budget debate

Quetta: The Balochistan Assembly passed the Finance Bill 2017 during its 42nd session following debates by nearly 62 percent of the lawmakers, observes Free and Fair Election Network (FAFEN) in its Session Report.

Forty lawmakers (62%) contributed in the Budget Debate in the Provincial Assembly of Balochistan while 25 members (38%) did not participate in the general discussion on budget. No lawmaker moved any cut motion – a tool to express disapproval or dissatisfaction over budgetary proposals.

All 25 non-participating members were male of which twelve belonged to PML-N followed by NP (four), PkMAP, BNP and PML (two each), JUI-F, BNP-A (one each) and an Independent lawmaker.

Meanwhile, twenty-nine male and all eleven female lawmakers participated in budget debate and expressed their views for eight hours and thirty-four minutes. Twelve participating members were from PkMAP followed by PML-N (nine), NP and JUI-F (seven each), PML (three), ANP and MWM (one each).

During the budget sessions of Provincial Assemblies, 60% of the lawmakers contributed to the budget debate in the Sindh Assembly, 37% legislators in Khyber Pakhtunkhwa Assembly and 21% in Punjab Assembly.

Provincial Minister for Finance presented the Provincial Budget for the Financial Year 2017-18 during first sitting on June 15, 2017 following which the House initiated general discussion on it. The Opposition Leader opened budget debate during second sitting and spoke for 30 minutes while the Chief Minster concluded debate on budget in his 32 minutes speech during fifth sitting.

The House passed the Balochistan Finance Bill, 2017 and approved a total of 77 Demand for Grants including 58 Demands for Grants for Year 2017-18 and 19 Supplementary Demand for Grants for Year 2016-17. No member from the Opposition parties moved any Cut Motion pertaining to Demands for Grants of various government departments. The Finance Minister also laid two budget documents – the Schedule of Authorized Expenditure 2017-18 and the Supplementary Schedule of Authorized Expenditure 2016-17 – before the House during last (6th) sitting on June 22, 2017.

The Budget session comprising six sittings, commenced on June 15 and prorogued on June 22, 2017. Twelve hours and fifteen minutes long session starting with an average delay of 35 minutes per sitting was attended by maximum 45 members. On average, 29 members were observed to be present at start and 37 at the end of each sitting.

The Speaker and Leader of the House attended all six sittings while the Leader of the Opposition was present in five sittings. The Speaker presided over the entire session time (12 hours and 15 minutes). The Chief Minister and Minister for Finance remained present during entire proceeding’s time while the Leader of the Opposition attended 99 percent of the session.

The Parliamentary Leaders of PML and PkMAP attended all sitting of the session followed by ANP (5), NP (4) and MWM (3). The Parliamentary Leader of BNP did not attend any of the sitting.

During the second sitting, NP lawmakers walked out of the House for eight minutes after exchange of heated arguments with PkMAP members on an issue of budgetary allocation. JUI-F and ANP lawmakers walked out of the House during third sitting for ten minutes against the attitude of Chief Minister with Opposition members.

Additionally, lawmakers raised eight Points of Order consuming fifteen minutes of the total session time.

BA prorogued

QUETTA: Balochistan assembly was prorogued here Thursday.

This was budget session of the house that commenced on June 15, 2017.

During the session Balochistan budget amounting to Rs.326.26 billion for coming financial year 2017-18 was presented and passed.

At today’s session Minister for Finance Aslam Bizenjo laid authenticated documents for Budget 2016-17 and 2017-18 in the House.

Speaker Ms Rahila Durrani who chaired the session read out Governor Baluchistan’s order for adjourning the House indefinitely.

Balochistan Assembly meets for five minutes

Quetta: The Balochistan Assembly witnessed one of its shortest sittings on Thursday when it met for five minutes in the presence of thirty-five lawmakers, reports Free and Fair Election Network (FAFEN) in its Daily Factsheet.

The Balochistan Assembly met for five minutes. The sitting started at 1150 hours against the scheduled time of 1100 hours. The Speaker presided over the entire sitting. The Chief Minister attended the entire sitting while the Opposition Leader was not present. Thirty-five lawmakers (54%) were present at the outset and at the end of sitting. Parliamentary leaders of PML, PkMAP, NP, PML-N and MWM were present. Two minority members also attended the sitting. Three members applied for leave.

Minister for Finance laid the Schedule of Authorized Expenditure 2017-18 and Authenticated Schedule of authorized expenditures for the year 2016-17. One minute was consumed on a point of order.

NTDC undertakes repair to collapsed tower

QUETTA: National Transmission and Despatch Company (NTDC) has undertaken repair of collapsed tower of 220 kv transmission line between Rakhni and Loralai.

Quetta Electric Supply Company Spokesperson reminded that the said tower had collapsed due to strong winds two days ago. Areas linked with this transmission line Loralai, Zhob, Killa Saifullah, Ziarat and Muslim Bagh were suspended from supply. QESCO has stared supply of electricity to these area from alternative sources. Additional load shedding was being made in these areas. Soon after repair of tower, additional load shedding would be ended.

BUJ condemns torture of TV cameraman

QUETTA: Balochistan Union of Journalists has strongly condemned torture of Cameraman of private TV channel at the public meeting of people’s party here Tuesday. ‘ There is no example of such incidents in any democratic politics. If such incidents continued we would boycott PPP programmes.

In a statement BUJ said here today that PPP organized public meeting near Sariab Customs .PPP Chairman Bilawal Bhutto Zardari, provincial President Ali Madad Jattak and other central and provincial leadership was also present. Due to mismanagement during the meeting PPP workers attacked Camera man Shahbaz Ahmed. He was injured. When other journalists present there protested PPP workers mishandled tem and pushed them. Some also tried to snatch camera. It is completely undemocratic and negative step and BUJ strongly condemns it. ‘We would be forced to boycott PPP programmes after such incidents, BUJ declared.

QUETTA: Strong dust raising winds lashed Valley second day Tuesday.

Strong dust raising winds stared blowing across the Valley id day today at a velocity of 34 Knots from Westerly direction.

Dust in suspension in aid reduced visibility to 4 Km from 10 Km earlier during the day.

Weather however remained hot and dry. Maximum temperature recorded here Tuesday was 37 Celsius while minimum was 22.5 Celsius.

Met office has predicted same and hot and dry weather to prevail during coming 24 hours.
