Six health schemes in doldrums

Ratodero, Sindh: The six major health sector development schemes of Chandka Medical College Hospital, Larkana, are in doldrums as the Sindh Government has failed to release the required amount.

Reliable sources told PPI that recently Larkana Commissioner, Dr. Saeed Mangnejo, wrote an SOS to Additional Chief Secretary (Dev) and Finance Secretary informing them that these projects namely Faryal Talpur Cardiac Surgery Complex costing Rs: 290.517 million (ADP No: 365), Neuro Science Complex costing Rs: 214.635 million (ADP scheme No: 366), Up-gradation of Surgery Department costing Rs: 143.235 million (ADP scheme No: 367), Establishment of Shaheed Benazir Bhutto Skin Diseases Complex costing Rs: 134.916 million (ADP Scheme No: 368), Revamping & Revitalization of Shaikh Zaid Hospital for Women costing Rs: 161.352 million (ADP Scheme No: 370) and Establishment of 50-bedded Medical & Surgical ICU & Expansion of Casualty & OPD Department costing Rs: 178.530 million (ADP Scheme No: 371).

Total approved cost of these projects including capital & revenue components was Rs: 1123.185 million out of which expenditure up to 30.6.2013 was Rs: 189.667 million only and during 2013-14 total expenditure remained Rs: 51.351 as no revenue component was released during the same period of all these six projects.

The Commissioner has requested for release of total balance allocation amounting to capital cost Rs:87.171 and Rs: 150.00 as revenue component so that these vital projects could be completed and planned target can be achieved before the end of current financial year 2013-14 and schemes made functional for the public use.

The sources told PPI that due to paucity of funds these projects’ approved amount was released in parts and that too very late due to which these schemes are still running behind actual schedule of completion.
