Peshawar: Centre for Governance and Public Accountability (CGPA) has urged the government of Khyber Pakhtunkhwa to expedite utilization of development budgets allocated under Annual Development Programme (ADP). Out of total allocation of Rs 139.80 billion under KP ADP for 2014-15, Only Rs 45.03 billion, 32 % of the total ADP, utilized as on April 7, 2015.
While the KP government has released about Rs.102.7 billion under the annual ADP as on April 7, 2015. CGPA urged KP government to expedite the utilization of development funds for improving social indicators in KP.
CGPA analysis of utilization of development budget for the first three quarters of fiscal year 2014-15 depicts that only 27% elementary and secondary education development budgets was utilized as in first 9 months. Out of total Rs19.9 billion development budgets for elementary and secondary education, only Rs 5.4 billion was utilized as on April 7, 2015.
Despite the fact that almost 2.5 million children are out of schools in the province, the KP government inability to spend development budgets efficiently and effectively is adding to the gravity of the education challenges.
Allocation for Roads was Rs17.26 billion in 2014-15 ADP. The utilization under the roads till April 7, 2015 was Rs 6.7 billion which is 39% of total development budgets for roads. Regional Development, which covers some discretionary funds, was allocated Rs16.9 billion.
The actual utilization under regional development has been only 4.8 billion, which is 29% of total development budget. Similarly, for health sector Rs 11.21 billion was allocation in 2014-15 ADP but only Rs 3.1 billion, 28% of total health ADP, utilized as on April 7, 2015.
CGPA demanded that more funds shall be allocated for provision of medical equipment and medicine to hospitals, which can improve the performance of health sector in KP.
Similarly development budget utilization in the other sectors also remained low as Agriculture 29%, Auqaf & Religious Affairs 26%, Drinking water and sanitation 34%, Energy and Power 39%, Environment 10%, Finance 36%, Food 13%, Forestry 45%, Higher Education 36%, Home 22%, Housing 28%, Industries 18%, Information 44%, labour 1%, Law and Justice 39%, Mines and Minerals 11%, Population Welfare 19%, Pro Poor Special Initiatives 19%, Research and Development 36%, Social Welfare 20%, Sports, Tourism & Archeology 37%, ST & IT 19%, Transport 9%, Urban Development 28%, Water 56%, while 52% utilization under District ADP and only 4% under Relief and Rehabilitation.
CGPA Programme Manager, Malik Masood demanded KP government to ensure efficient and accountable mechanisms for improving ADP spending. The provincial Government has performed well in expediting the development process in quarter three but still 68% funds yet to be utilized with less 90 days left in the close of financial year 2014-15.
The Government shall improve its utilization capacity through efficient mechanism and use of information technology. Furthermore, the government shall devolve powers to districts through holding local government elections so 35% ADP, as promised, can be used at local level.
